This is the older style Concept 2 but it is in good condition and has not had a great deal of use. The monitor (giving time distance etc) died some time ago and has not been replaced - hence the low price. A new monitor costs £189 but it might be possible to find a reconditioned one.
It has a damper lever and has an identical action and feel to the latest Concept 2 costing over £1200.
